Khan, Shanza and Adil Najam.
Feinstein International Center, Tufts University: Co-authored a report on the Futures of Globalization with Dr. Adil Najam as part of the Humanitarian Horizons research project sponsored by World Vision. Titled “Futures of Globalization and Their Humanitarian Impacts,” the report has been an exercise in futures scenario building. The objective was not to predict or project current trends in globalization. Rather, the focus is on the possible futures of globalization, drivers that could bring about those futures, and the consequences of realizing those futures for the planet in general and human society in particular. Three different worlds are presented, the Global Marketplace, the Managed Planet, and the Fortress World, which may possibly materialize depending on which drivers dominate and guide our future (February – October, 2009).

Overseas Development Institute, UK: Undertook a gender analysis of key social protection programs in Pakistan (with a focus on the Benazir Income Support Programme and the Zakat Programme) under the Gender and Social Protection Project. Assessed the types of risks and vulnerabilities faced by the target groups. (March – June, 2009).

Microfinance Opportunities, USA: Collaborated on data management on Malawi’s Financial Diaries Project, lead by Prof. Guy Stuart. Key responsibilities included data cleaning, quality control, as well as additional data-related assignments. (April – May, 2009).

The World Bank, USA: Analyzed the wheat subsidy system in Pakistan. The study examined the resource allocations for wheat subsidies at the different government tiers and analyzed monthly procurement prices, issue prices, retail prices and prices at utility shops. The study constituted one of the background papers for the Pakistan Poverty Assessment (January – April, 2009).

Microfinance Opportunities, USA: Development of a Financial Literacy Index for Pakistan. Member of an international team developing a Financial Literacy Index. Collaborated with Kashf Foundation on Pakistan’s component with emphasis on the field-work. Conducted several focus group sessions in Punjab to collect primary data. (January – February, 2009).
Akhtar, Sajjad and Shanza Khan.
GTZ, Pakistan: Undertook an economic appraisal of the Technical Education and Vocational Training Sector in Pakistan. The study performed a basic cost/benefit appraisal of the merits of technical and vocational training and examined evidence of private sector and individual demand for technical skills. In addition, the appraisal analyzed what market the TEVT program should be producing skills for. (December 2008 – February 2009).

DFID: Consultants for the institutional management review of DFID’s Technical Assistance Management Agency (TAMA) in Punjab. DFID is providing support to the Government of Punjab through a range of programs, including the Punjab Economic Opportunities Program (PEOP). Key responsibilities include reviewing the procedures and systems of TAMA to determine the effectiveness of TA delivery (i.e. timely delivery, quality of consulting inputs and communication etc) against the objectives, and determining whether TAMA’s existing structure and systems have enough absorptive capacity to deliver PEOP Technical Assistance (October – November 2009).

World Bank: An evaluation of the targeting mechanism of social and poverty programs in Pakistan. Prepared a background paper that takes stock of existing experiences in the area of targeting of social and other programs by the government. The paper examined if the programs' proposed methodology identifies the poor; benefit incidence and inclusion/exclusion errors; criteria and selection mechanisms used for identification; community satisfaction with proposed methodology, its actual implementation and outcomes; and capacity/institutional requirements to ensure adequate implementation (June 2007 – May 2008).

World Bank: Analysis of Pakistan's health status and public health performance. Bank. Contributed to Pakistan's Health Sector Assessment. Analysis focused on: (i) trends on key health and population outcomes; (ii) analysis of whether outcomes are improving at a rate to reach MDGs; (iii) burden of disease analysis; (iv) population growth, urbanization and its implications for the health sector; and (v) quality of care and patient satisfaction (June – November 2007).

United States Agency for International Development: Partnerships for Better Schools: School Improvement in Pakistan. The paper analyzed relevant material on public private partnerships in education, school improvement planning/financing, school management and school management committees, adopt a school programs, and corporate philanthropy for school support. The study compiled a commonly accepted definition of the salient features of school improvement programming including challenges and recommendations. The background note was used to inform current and future USAID education programming (February – March 2007).
