Pakistan has traditionally remained a research averse country. The importance of thorough empirical research is often ignored, a situation that has resulted in a tremendous gap between research and policy making. Perhaps more worrisome from a long-term perspective is the dearth of capacity available for research on development and security related issues.

 

We realize the imperative need for a two-pronged approach. Our focus thus remains on conducting objective and tangible research on areas of development and security but with an additional component of building capacity of qualified, budding Pakistani researchers. Rather than developing a stand-alone isolated capacity building program, we propose to provide young researchers with a hands-on experience by involving them directly in our research assignments.

 

SEPR is a consultancy firm seeking to conduct objective research and build capacity. Our key research areas include strategic issues and development concerns confronting Pakistan. We are one of the few research organizations in the country to maintain these two seemingly antagonistic areas as our core. We adopt this approach to capture a key void in expertise in Pakistan that can link concerns within the security and development domains. Currently research on these two areas is being conducted in distinct spheres as they are considered to be mutually exclusive. Arguably, outright antagonism between pro-development and pro-security enclaves is one of the gravest challenges facing Pakistan’s research community today.

By concurrently working on issues of security and development, we seek to highlight the syngergies between the two and promote ways in which the two can complement the ultimate objective of a strong and developed Pakistan.
